The arrest of the man in the video was announced Wednesday afternoon, police said.

The baby was discovered in the garbage bag in a backyard by family members of Zavala Brown, a former St. Louis police officer who became a mother of her own in March and whose story attracted national attention recently.

Prosecutors argued against releasing the baby's name, citing concern about the safety of the baby and other people involved.

Brown and her brother-in-law were on vacation with two friends on Lake Michigan Thursday when they found the baby in the garbage bag, police said.

"This video shows the immediate danger that baby poses to this public servant," said Scott Wilson, a spokesman for prosecutors in St. Louis.

Brown was driving the friend car and Brown picked up her friend in the parking lot of a church-run youth center, according to police and court records.

When she returned home, the friend spotted the baby in a trash bag in a rear yard near the church and alerted authorities.

Brown and the friend left the church and went to the hospital. No other people were involved, and the baby was transported to a hospital for an emergency birth, police said.

The baby died March 10, but Brown said her brother-in-law wanted the baby taken to a hospital, Wilson said.

The case is the latest to raise questions about police handling of the death of the 3-month-old in the months after police discovered it in the St. Louis suburb of Ferguson, where they were investigating a deadly police encounter with a black suspect and Brown had just been killed by a white officer, according to news reports.

According to a report by the National Association for the Advancement of Colored People, which represents people of color in the St. Louis area, about 5,000 people die unnecessarily each year in the city of 300,000.

According to the city's department of planning and design, the death rate from police-involved shootings is 7.6 per 1,000 population in the St. Louis area — well above the state average of 5.5.

St. Louis County Chief Medical Examiner Edward Shaughnessy said he does not believe the baby died of a heart attack during the brief incident.

In the video, which police said shows Brown reaching into a garbage bag and looking inside, her voice is clearly audible throughout.

When one officer asks Brown if she's OK, a woman can be heard saying "I can't breathe," according to prosecutors.
